Adding documentation for the new "Automatically publish after a build event" GUI element.  Improve the documentation and F1 help for the Publish section of the Servers editor.

Contains several WTP documentation update.  Here is highlight:
-Updated docs and screen capture based on the new Servers view that no longer has Status and States columns
-Added v7.0 to Tomcat docs
-Removed the "Automatically restart servers when necessary" checkbox documentation
-Updated docs for the new servers wizard where the Server's host name field moved and added documentation for the Server name, and Server runtime environment

Please add the scpview.gif file in the org.eclipse.wst.server.ui.doc.user\images folder.
