We have defined our own target environment.
It just so happens that its really a stripped down Equinox environment consisting of 

org.eclipse.equinox.common_3.5.1.R35x_v20090807-1100.jar
org.eclipse.equinox.log_1.2.0.v20090520-1800.jar
org.eclipse.equinox.preferences_3.2.300.v20090520-1800.jar
org.eclipse.equinox.util_1.0.100.v20090520-1800.jar
org.eclipse.osgi_3.5.1.R35x_v20090827-p290193.jar


If I create a fragment project and set the host to system.bundle, no Plug-In Dependency container is created.
If I switch back to the default target platform the org.eclipse.osgi bundle magically appears.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.

Please remove the stalebug flag, if this issue is still relevant and can be reproduced on the latest release.
