Support old internal cookie API.

Under defect https://bugs.eclipse.org/bugs/show_bug.cgi?id=121113, the internal cookie classes were moved to a public package.  The consuming product requires the internal APIs (package/class/method names) to remain for forward/backward compatibility.

The attached patch is checked into CVS (HEAD). 

Covered by existing test cases.
