CQs need to be raised for these JARs:

* war/formtags-war/src/main/webapp/WEB-INF/lib/commons-logging.jar
* war/formtags-war/src/main/webapp/WEB-INF/lib/jstl.jar
* war/formtags-war/src/main/webapp/WEB-INF/lib/servlet-api.jar
* war/formtags-war/src/main/webapp/WEB-INF/lib/spring.jar
* war/formtags-war/src/main/webapp/WEB-INF/lib/standard.jar

If the JARs can be deleted from the sample, then "works with" CQs are sufficient.

No longer needed. DMS-2527 changed the embedded JARs to use versions for which we already have CQs.
