Refactoring an artifact to give it a lowercase first letter shows a warning in the refactor wizard, which is good. However the warning state also disables the Finish button, which is bad. So TS allows you to create an artifact with lowercase first letter but does not let you refactor an existing artifact to that name. See screenshot.

Marking as fixed.  As Dan mentioned, this bug has been fixed as part of the patch for bug#311695
