For developers it is useful to have some services to access to application icons for example the logo of papyrus. 
in org.eclipse.papyrus.core there is the icons but no utility methods. 
It could be useful to have a service able to load the icon and store them in a JFace Image Registry (disposed at end of application)

The papyrus image services in Papyrus.core has methods to offer Papyrus default icons and store them in JFacesResource.ImageRegistry

The provided class is not a service as defined by the Papyrus Core.
It is a collection of static methods.
It should not be called service, neither reside in the service package.

The class PapyrusImageServices is moved to utils.PapyrusImageUtils.
