Background image for SVG chart does not work when preview.

Build number:
2.6.0.v20100505-0630

Steps to reproduce:
1. Enable SVG Chart in Preferences.
2. Edit the background image path in the attached report design.
3. Preview the report design.

Expected result:
Background image works.

Actual result:
Background image does not work.

If not supported in SVG, should remove the UI.
Please refer to how to remove highlight/toggle interactivity for non-SVG.

Fixed.
Fixed a bug in wrapping a java.awt.Image into a SVGImage.
