Open the new web fragment project wizard, and in the first page, the mnemonic key r is duplicated (it is used for new runtime and dynamic web project name fields).

This bug prevents the accessibility scenario of accessing the dynamic web project control without a mouse.

    * Is there a work-around? If so, why do you believe the work-around is insufficient? 

Workaround is to use a mouse. However, there is no workaround for the accessibility case of using just the keyboard.

    * How has the fix been tested? Is there a test case attached to the bugzilla record? Has a JUnit Test been added? 

Tested using the keyboard on windows to ensure that with the patch, all the controls are accessible using mnemonic keys.
