M7, Win7.
I had this repo in my available software site preferences:

http://download.eclipse.org/releases/staging

I selected it in the pref page and pressed "reload."
The progress bar worked its way to completion with no messages, and then, when it had almost reached the end, it started downloading the 2MB content.jar file. 

What was it doing before the download started?  More room in the progress bar should be reserved for the actual download.

The staging repo is/was a composite, so I'm going to assume this is bug 316916
