Add tests that benchmark the performance of XDCtools. Tests should quantify the performance of the various stages in the build of an application/library. These tests should be executed along with every XDCtools build.

The test gmaketests/benchmark, added in xdctest-b01, reports durations of various stages in a configuro build.

Verified to be working correctly on:

xdc test tree: xdctest-b08
xdc product: 3.23.00.32

Ran the test gmaketests/benchmark which generated a times.txt file containing the durations of various stages.
