<None> text used in selecting a target runtime in a wizard is not externalized.  For example, this can be seen in the Web project wizard.

Reproducible: Always

Steps to Reproduce:
1.Launch the New Dynamic Web Project wizard
2."None" is not externalized in the Target runtime combo box.

Richard, we are going to need more information on this.
From a quick debug, I see that it resolves to org.eclipse.wst.common.frameworks in wtp_common.properties where there is the following entry:
44=<None>
Please check to see that that properties file was included in whatever translated version you were using to test this.  (Please note that WTP does not provide translations- we only externalize the strings.)

Investigation verified that the string is externalized.
