Since we're switching to an extension based mechanism for registering themes and stylesheets, the initial theme to be used should be specified through a product property variable in the plugin.xml as opposed to a hardcoded value.

Here's a patch that specifies a number of stylesheets (all win32 for the moment) and sets one of them as the initial stylesheet via a property.
