In a RCP application, I have branded it with a splash screen. In the bundle I have the nl/<locale> directories and it works ok for all locales that are using only the language code (es, fr, ja, etc.) Splash comes up localized (grabs the proper bmp from the nl directory). Unfortunately when the bmp file (the splash) is in a directory with locale_country (zh_CN/zh_TW) then it cannot find the appropriate image.

I did a hack by adding a zh directory and kept the platform locale to zh_CN, then it works. Seems that the algorithm to find the image has a bug.

Reproducible: Always

Steps to Reproduce:
1.Set the target platform language to any language that uses language_country
2.Have the splash screen in the proper structure under that language_country directory. do not have a language only directory.
3.Start the application

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
