I'll attach a list of the bundles that need to be tagged to include source references for the 3.6 release.

As a reminder, if a bundle has not changed versions since 3.5 then I assume this will also mean a version increase is needed in 3.6 as well when we tag.

I understand that if versions are increased already, we just need to tag, right?

That is correct.  Only need to increase the version if the version for the bundle has not increased at all during the Helios release.

Does "tag" literally just mean to tag everything with a new version in CVS and update the map files (and bump manifest versions if necessary)?  Or do we need to do something additional to cause the source references to be included?

Yes, we need to force the content to be "built" again so that the new header is inserted automatically by PDE-Build.  You should not need to do anything else to get this to happen.
