As per bug 306424 comment 6, any changes that we make via a profile change request are suggestions and not mandatory. Therefore if we have bundles which have been deleted they sometimes cannot be removed if they have others which depend on them.

We should consider force removal of all deleted bundles discovered by the reconciler.
