Now that the UI for downloading a Tomcat version has been sufficiently improved (via Bug 222688), it is no longer desirable to discourage use of this feature by offering obsolete versions.  The downloadable versions should be updated to current releases.

Update to current Tomcat versions has been released to HEAD.  These versions are 3.2.4, 4.0.6, 4.1.40, 5.0.28, 5.5.29 and 6.0.26.

Verified the download versions are updated to current releases and download successfully with the appropriate progress status displayed using WTP I-3.2.0-20100513045407 build.
