Issue dragging workspace items (for example, Package Explorer). Dual monitor setup on Windows Vista. 

When dragging item while Eclipse on primary monitor, wire outline appears on opposite monitor.

When dragging item while Eclipse on secondary monitor, works as expected.

Reproducible: Always

Steps to Reproduce:
1. Open Eclipse on primary monitor (must have dual monitor setup, with unequal desktop sizes, primary monitor on the right)
2. Click on Package Explorer tab (or any other item) and drag
3. Observe location of wire outline to be in the wrong location, opposite monitor

Worked for me, my two monitors are configured with ATI Catalyst control center, the video card is a Radeon X1600.
