Okay! I can't take it anymore. Can someone PLEASE HELP?

I'm running Windows XP Professional Service Pack 3 at my office. I have
downloaded and installed the Java SE JDK 6 Update 18. I have downloaded and
extracted Eclipse Classic 3.5.2 (Galileo) to the following location on my hard
disk "C:\Program Files\eclipse".

I have 2 sites listed (by default) in the
Window->Preferences->Install/Update->Available Software Sites:

Galileo                     http://download.eclipse.org/releases/galileo
The Eclipse Project Updates http://download.eclipse.org/eclipse/updates/3.5

both locations are Enabled.

When I go to Help->Install New Software... I get the following error message:

Some sites could not be found.  See the error log for more detail.
  Unable to connect to repository
http://download.eclipse.org/eclipse/updates/3.5/content.xml
  Connection refused: connect
  Unable to connect to repository
http://download.eclipse.org/releases/galileo/content.xml
  Connection refused: connect

I have spent days search for a solution on the WWW and have not found one. I
guess there are a few solutions out there for other platforms that I am
unfamilar with (i.e., ubuntu, linux, etc.), but I have not found any solutions
relating to Windows XP.

Can someone PLEASE HELP? I'am willing to provide any information I can to get
this problem resolved.

Try deleting the content of <eclipse>/p2/org.eclipse.equinox.p2.repository/cache and try again.
Also are you running behind a proxy?

In answer to "Also are you running behind a proxy?", Yes I am running behind a proxy (it is a computer on a large corporation network). I know very little about proxy configurations, HTTP, HTTPS, SOCKS, etc. I see these items under Window->Preferences->Network Connections, but I don't know what to change or enter.

I have no problems accessing the Internet using Internet Explorer 7 (IE7). Running IE7, I select Tools->Internet Options->Connections->LAN Settings and there are 2 frames, "Automatic configuration" and "Proxy server". In the "Automatic configuration" frame, only the "Use automatic configuration script." check box is "checked" and the "Address" is set to "http://wpad.XXXXXXXX.com/wpad.dat", where "XXXXXXXX" is the company's name. In the "Proxy server" frame, the first check box, "Use a proxy server for your LAN (These settings will not apply to dial-up or VPN connections.)", is unchecked and all other settings are grayed-out.

Roger, sorry for the late answer. Unfortunately this kind of proxy (http://en.wikipedia.org/wiki/Proxy_auto-config) is not supported by eclipse. 
Maybe ask your sys admin if he can provide you with something that would fit in the eclipse preference boxes like a proxy address :)

Pascal, enhancing proxy to support PAC is tracked on bug 279471. Is this the only problem discussed here? Or is the problem in the initial comment something different?
