If you restart the workbench with a Java editor up, the 'Outline' view will not have content until you actually activate the editor.

I was thinking of prepopulating the activation list but we should really resolve this with bug 300742 I would think.

getActiveEditor() needs to return a non-null result for the 'Outline' view to show something meaningful on startup.

Verified with I20110307-2200 on Windows XP.
