The bottom widgets of the Tag Configuration Dialog are cut off in High Contrast 
modeAlso it appears that the dialog sized is being slammed to a small value.

Layout is completely hosed (has always been).  If you make the dialog small, 
the widgets get clipped instead of sizing smaller (eg. lists, buttons 
disappear, etc.).

Will need major layout change but not enough time to do for RC1

Bug 32839 makes it even more obvious the dialog has to be redone.

There is nothing wrong with this dialog except that its initial size is too 
small. Should be an easy fix.
