An internal API will be provided for Tool developers to discover annotation based artifacts as though they are part of the application configuration resource file. Additional details can be found on the wiki, http://wiki.eclipse.org/Helios_Requirements#Annotation-based_Artifact_Declaration

We have run out of time to contribute this in Helios. We will add them in the next release.
