I tried to install JIRA Connector (the old one hosted on eclipse.org) using Mylyn Discovery wizard.
After ages of downloading data and calculating dependencies It fails (reproducible always).

Cannot complete the install because one or more required items could not be found.
  Software being installed: Mylyn Connector: JIRA 3.3.2.v20100222-0100-e3x (org.eclipse.mylyn.jira_feature.feature.group 3.3.2.v20100222-0100-e3x)
  Missing requirement: Mylyn Connector: JIRA 3.3.2.v20100222-0100-e3x (org.eclipse.mylyn.jira_feature.feature.group 3.3.2.v20100222-0100-e3x) requires 'org.eclipse.mylyn.commons.ui [3.3.0,4.0.0)' but it could not be found
  
The same happens if you want to install JIRA Connector manually from Mylyn Extras update site (which is correctly added after the (failed) attempt to install it from the wizard). 
Strange thing is that the main Mylyn Update site (http://download.eclipse.org/tools/mylyn/update/e3.4) is also added to Available Sites after the attempt to install JIRA Connector from the listing, but it's _disabled_.
After enabling this site manually, the installation process goes smoothly.

Is it a P2 bug or something wrong with the listing itself?

Unfortunately, that is the expected behavior since the C++ package does not have the Mylyn update site enabled by default unlike other EPP packages and the extras update site does not have all dependencies. 

This will be improved once bug 304753 is resolved. Right now there is not much that can be done except for manually asking users to add/enable the Mylyn update site and to perform a install the latest version of Mylyn prior to using discovery.
