Due to the new interface org.eclipse.osgi.service.localization.LocaleProvider the minimum required version of org.eclipse.core.runtime in org.eclipse.rap.ui.workbench should be raised from 3.4 to 3.6.

Thanks for pointing that out. Adjusted the version range for core.runtime to >= 3.6.
