If you open the File->Import dialog in High Contrast the
bottom is cut off. When you expand it the scroll bars do not show up
and you can't access anything below the root.

STEPS
1) Select File->Import while in High Contrast
2) Select a Directory that has at least 2 levels below it
3) Expand it - it won't expand beyond the current displayed
area.

Note this does not happen with the Zip dialog

Turns out to just manifest differently - it appears the scroll bars will
show up but the bottom is cut off.

Fixed. Removed some of the labels and improved the algorithm for deciding if 
height hints are required.

Also need to check the Import wizard selection dialog as it is cut off too.

Please remove Dialog.availableRows.  It is not dialog-specific, and is not 
general-purpose enough to go in JFace.  Also, to go in the public APIs, the 
Javadoc would need work.  

In the implementation, you probably want to use display.getClientArea() 
instead of .getBounds().  The client area excludes space for the task tray etc.
