There is a need for a way to supply infopops for the launch configuration
types as they are listed in the Launch Configuraiton Dialog and on the 'Debug 
As' menu.

If products ship a significant number of launch configurations, it might be
very helpful for the customers to get a 'real' infopop with the links to the 
appropriate docs instead of just a simple tooltip.

We would likely need to add optional "help context id" attributes to the 
launchShortcut and launchConfigurationTabGroup extension points. Since the 
mapping of shortcut to launch config type is not restricted to a 1:1 
releationship (i.e. there can be multiple shortcuts for a launch config type), 
we must specify on a per shortcut basis.

Done.  Launch shortcuts now can specify help context ids.  We need to get help 
content for the 2 Java launch shortcuts (local Java & applet).
