To reproduce in either fancy or business layout:

If you open 2 Views in a PartStack, make the stack that small, that there's 
only one tab visible and the overflow button is shown and then close the 
visible part, the tabbar is not updated. Overflow button is still visible 
and there's no tab for the actual visible part.
