Most Bugzilla repository tests take several seconds even when running against local repositories. Several things could be done to speed up tests:

* Cache the configuration: It's sufficient to download the repository configuration once.
* Reuse the same client object to create temporary tasks to avoid re-authenticating for each request.
* Lazily create a set of tasks for testing that are used by all test cases to avoid the overhead of creating temporary tasks. References can be stored in BugzillaFixture.
