- made changes to 2 projects
- selected both projects in the Package Explorer and chose Team / Synchronize
- only one project showed up in the Sync view
- if I do them separately, the Sync view shows the changes

Note that we have made some changes recently in the area of action 
contributions, but none that we think would cause this (the changes had to do 
with determining which actions to show based on the current selection, not 
which selection to pass to the action when chosen).

Never mind - this was probably due to there being an incoming change on only 
one of the projects, and the sync view showing the incoming changes first.

Leaving open to consider this as a usability issue.

The new sync view shows filters instead of modes. By default everything is
shown. The number of changes versus filtered changes is shown in the title bar.
