Purpose is to group together related bug reports about dynamic menus so that we 
do not lose track of them and can easily be looked at when researching this 
problem.

Adding bug 53515 as a dependency.  See also bug 73736.
Ideally we would address this by:
- specifying the File > New menu declaratively
- having the new wizard list (dynamic list), Project..., Other... and Example...
entries (dynamic visibility) contributed to it
- allow other plug-ins to extend the menu in the same way

I prefer to use the summary to group similar bugs.
