Navigation pages are not included in the search index. This is most noticeable when performing a quick search when a nav page is selected and is open in the content frame. For the help view it makes sense not to have search results from nav pages because they do not show in the help view but for the webapp it may be useful.

If we did add these pages to the search index it would make the index slightly larger. It would also result in some low quality hits on nav pages where the only hit is a link to another page. Adding the page title of nav pages to the search index seems useful, adding the links is less useful.

I don't think that this is a high priority bug and would only spend the time to fix this problem if time was available, for Eclipse 3.6 it seems unlikely that this bug will be fixed.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
