When a file contains certain special characters it seems that the WSAD 4.0 UI is
unable to open the file at all.  An internal exception occurs and the console
output displays:
   Unhandled exception caught in event loop.
   Reason:

In particular the character à and · seem to cause problems when the LANG
environment variable is set to en_US.UTF-8.

To test this, first ensure you set LANG=en_US.UTF-8 and export the variable. 
Then run the GUI and attempt to open the offending file.  If the encoding is set
to a latin-1 base (i.e., en_US.iso885915) then the GUI seems to be able to open
the file just fine.

I will attach a sample workspace.

Cannot reproduce on build I20030107. This build is part of the Eclipse 2.1 
stream. There is no maintance on 1.0.
