The current Runtime SDK ships with org.apache.commons.logging but none of the contained bundles has a dependency on it.
Therefore this bundle should be removed from the deliverable.
Just for the record: I think it was initially added to the runtime because Jetty 5.x had a dependency on commons.logging

Fixed. The 1.3 M4 build will be the first one without org.apache.commons.logging.
