Both Debian and Fedora are guilty of some "post-install" code to finalize the eclipse build/install (e.g. extracting the swt libraries from jar files etc.). This should be merged and included in eclipse-build.

You can find the Debian post-install at [1] - look for the "debian-install-stamp" target. Fedora's spec file is [2] - find the %install line and then more or less everything beyond the line (at the time of posting this was line 400):
 "ant -DdestDir=$RPM_BUILD_ROOT -Dprefix=/usr ..."
