All forms of Code Assist are disabled when the file is read-only.
This prevents investigating existing code without checking it out from source 
control systems.

The desired behaviour should be - 

1. User activated Code Assist (Ctrl+Space, Ctrl+Space+Shift etc)
2. A list of possible complitions / parameters is shown
3. If the user presses Enter -
3.1 If the file is read-only
3.1.2 If a source contorl system is used - offer to check the file out
3.2 If the file is writeable - continue normally with Code Assist completion

Not an accessibility problem as it is no different for people with 
disabilities.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
