When Web servicee client wizard is used to generate a jax-rpc client and sample JSPs, this results in a http 404 error: JSPG0036E: Failed to find resource /sampleEchoProxy/TestClient.jsp. The reason is the output folder for a web project is not  <root folder>/WEB-INF/classes".

The reason of problem is 291225 which removed the code from WebFacetInstallDelegate to fix the output folder as desired. 

The Web service code is using the mechanism to create only WebFacetInstallDataModelProvider and doesn't create and sets the properties on JavaFacetInstallDataModelProvider.  Both of those providers are required to make project creation work properly. But, since this is behavior change, i am putting the code back in WebFacetInstallDelegate  to fix the Web project's output folder.
For 32, we would let web services to properly instantiate correct objects.
