further improvements

This patch adds per file scanner discovery support for XLC.  The XLC per-file profile now handles both compiler built-ins (via specs file compilation) and info derived from the user's build output.

Appears to be merged to the HEAD (7.0). Looks like it has not been committed on 6.0 branch though.
