First comments (I'm still using raw 3.5)

The patch appears to contain the patch from 291361 too. This is much more convenient for me at any rate, since the two Bugzillas are closely related. 

We're trying to avoid multiple top level copyrights, so no need for Zeligsoft as a second top level.

Your API baseline looks wierd. You're adding @since 1.3 not @since 3.0.

Will there be a UML equivalent? If so, the messages may migrate to the shared messages files.

Thanks for the feedback, Ed. I noticed some of the same things while reviewing the changes; this initial patch is literally the same patch that was attached to bug 255469 - I haven't started making any corrections/changes to it. The next version will address all of your concerns (and more).
