HEAD, follow-up to bug 276416

I was looking at MenuItem in Cocoa, and I think it should also handle F16-F19 in keyChar(int) and updateAccelerator(boolean). I have not checked other platforms, and I cannot test it since I don't have a keyboard with these keys.

org.eclipse.swt.browser.WebBrowser.KeyTable and
org.eclipse.swt.snippets.Snippet25.keyCode(int) also need an update.
