for example it is impossible to create a class diagram in the context of the class.
A diagram could be created everywhere in the model.

I think we should clarify how we create diagram in Papyrus.

It is still not possible to create diagrams. 
The problem is that the diagram creation action in the toolbar should not be displayed, or should be grayed, if the diagram can not be created on the element. 

Updated target version to 0.7.0, as this can be not obvious for a user, why the creation command does not work.
