For some users, they are seeing that they cannot open new bugs using the links provided from the 'new' link for products like TPTP and DTP.

When they click on the link, they are taken to https://bugs.eclipse.org/bugs/enter_bug.cgi?product=TPTP&format=guided which has the error "Sorry, either the product TPTP  does not exist or you aren't authorized to enter a bug into it.". When I click on the TPTP link (from (https://bugs.eclipse.org/bugs/enter_bug.cgi?classification=TPTP), I am able to see a listing of sub-categories. The problem does not occur for all projects, for example, the Eclipse project works.

Is there some information that the projects are supposed to supply in the metadata that we missed?
