Viewer will lost its toolbar when click on toc items.

build id:
2.5.1 v20090901-0630

steps to reproduce:
1. New a report with toc.
2. Preview the report with internal browser in web viewer.
3. Click on toc item.

Actual result:
Web viewer related toolbar disappears. See attached screen shot.
