Folding JUnit Patch

The new folding fixes and JUnits tracked in Bug 281380 forgot to add the CSSCodeFoldingTest to the CSSUITestSuite.  Also in the CSSCOdeFoldingTest and DTDCOdeFoldingTest a flag for the end of the tests was not set that helps with clean up that I have also included in this patch.

Additional fixes are needed in this area so this fix will be put in with thouse being tracked by Bug 287966
