Control+Up/Down has a defined function by the OS.  UI cannot map this 
accelerator to "Scroll Up/Down" globally.

tested on windows XP (as specified by OS field of this bug report), Ctrl+Arrow 
Up and Ctrl+Arrow Down work correctly. perhaps double check with nightly build 
after jan 7th just to be sure.

What is your definition of correct? Mine is when I can click on the Navigator 
or other Windows XP native control (Table, List, or TreeTable) in multi-select 
mode, and use Control+UP/DOWN to change the focused item.  This does not work.
