If I try URLs such as 

http://download.eclipse.org/releases/maintenance/

http://download.eclipse.org/releases/staging/

or even 

http://download.eclipse.org/webtools/downloads/

I often get a "404" not found error ... though it works about half the time. 

I would think this was just the maintenance work that was going on, but my reading of 

http://dev.eclipse.org/mhonarc/lists/eclipse.org-committers/msg00776.html

is that it would be _next_ weekend for intermittent service. So, I wanted to open this bug, just in case it's something unexpected. 

I've marked as 'blocker' since it prevents testing of download/install work. 

If it is part of the scheduled maintenance, just close as invalid.

I guess node1 hadn't been restarted, so it didn't have a mount for download.eclipse.org (or archive).  It's rebooted, and the mount is correct.
