Right now some of the CVS preferences are global;
they can only be set in Window->Preferences.
However, sometimes it is useful to be able to set these
on a per-repository basis.

In particular, I've found it useful to set the compression
level and CVS_RSH to different values for different projects.
For instance, if I'm using ssh then I frequently enable
ssh compression and disable cvs compression.  Or if I'm
using a cvs repository on a LAN I will use rsh (or krsh
in some environments) instead of ssh.

Checkout as read-only is another option that could potentially be per repository
