Currently the build process uses ssh to copy the signed zip back and forth from eclipse.org.  To facilitate moving to hudson, there should be an option to use the local filesystem on build.eclipse.org instead of ssh.

Not sure if this is needed.  Ran a small test to copy files and it seems that both cp and scp both take the same amount of time on the servers.  Will have to dtermine if hudsonuser has rights to scp files around from build.eclipse.org to download.eclipse.org

This is needed because otherwise you have to ssh keys set up for the hudson user.
