Steps To Reproduce:
1) create 2 EARs with a web module in them.  Each EAR has its own web module.  Each web module has a html in it.
2) add an xml file to the WEB-INF directory of the web module. 
3) publish a EAR to the server 
4) modify and save the xml in step 2). You will see the server change to Republish, which is correct. 
5) publish the second EAR to the server. 
6) do the same as in step 4, now you don't see the server change to Republish.

This a serious problem and we want it fixed as soon as possible.
