Close all perspective and look at the Help menu. Notice it does not have the
	"Help Contents" menu item. Now open the default resource perspective and
	look at the Help menu. The menu item is there. Selecting it causes a new
	perspective to be open.

	This menu item should be visible and enabled all the time as it is not
	dependent on a perspective being open - it will open its own perspective
	anyway.

The "Help Contents" menu item is contributed via an action set. So when no 
perspective open, no action set visible. Should we allow for this? (i.e action 
set visible even when perspective closed?)
