You're not supposed to open update site with browser. There is no index or smth like that. Point eclipse update manager to this URL and everything will work.
Please close the bug after you see everything in eclipse update manager.

When Daniele came on IRC with this problem I tested it myself and got no results. I see now that I am supposed to uncheck the 'Group items by category' checkbox in order to get the features to show up.
