Eclipse projects tend to have trouble removing inactive committers. The current process involves project leads figuring out who is inactive, emailing them and then going to the portal to initiate the process. I would like to see this improved by having a system in place where inactive committer is determined automatically (say 6 months of no commits)... they get an email asking if they want to remain a committer or not.

Any other thoughts and ideas?

I think this is a good idea. 

IMO, commiters should be warned by Eclipse that they should lost their commit rights if they don't actually commit things. Then the process of removing inactive can be started by the project lead.

Could be the same for project lead, too :) 

on some web sites, emails are periodically sent to members in order to check if they are still "present".

We need something like this, but as part of an overhaul of our whole record keeping process. I'm marking this as WONTFIX, but will mark it down as a requirement for a future overhaul.
